Conflicto de competencia suscitado entre el Juzgado Tercero Administrativo Oral del Circuito Judicial de Montería y el Juzgado Diecinueve Civil del Circuito de Bogotá.
La controversia entre las autoridades judiciales involucradas se originó en las diferentes interpretaciones que hicieron del factor territorial.
Teniendo en cuenta que ambos despachos tienen competencia para tramitar la solicitud de amparo, la Corte decidió respetar la elección que a prevención hizo el demandante y dispuso el envío del expediente al juzgado de la ciudad de Montería, para que de manera inmediata tramite y adopte la decisión de fondo a que haya lugar.

- Tercero. Administrativo Oral del Circuito Judicial de Monteria, dentro de la accion de tutela formulada por Luis Fernando Arrieta Blanquiset en contra de la Direccion General de Policia Nacional - Inspeccion Delegada Especial.
- Segundo. REMITIR el expediente ICC- 3780 al Juzgado
- Tercero. Administrativo Oral del Circuito Judicial de Monteria, para que, de manera inmediata tramite y adopte la decision de fondo a que haya lugar.
- Tercero. Por la Secretaria General de la corporacion, COMUNICAR a la parte demandante la decision adoptada en esta providencia y al Juzgado Diecinueve Civil del Circuito de Bogota.
